Retail experts expect at least slightly better Christmas holiday sales this year than last, frank gehry things can’t get much worse than 2008’s shopping season, which arrived in the midst of a near meltdown of the nation’s financial system.

The overall economy hasn’t improved significantly from a year ago. In some ways, it’s weakened as the Inland Southern California jobless rate still tops 14 percent.

Shoppers will remain cautious and bargain-minded. But optimism is being fueled in part by recent upticks in national chain-store sales figures, which showed their biggest improvements in more than a year during both September and October, as well as slight declines in local job losses.

“With the holiday season you’re counting on the people who are employed to spend,” said Chapman University economist Esmael Adibi. “They probably feel a little better than a year ago about their jobs, or they might have a feeling of ‘I survived,’ and relax a little in their spending.”

Adibi said he is generally more upbeat than other observers about Southern California’s retail prospects, and he estimates the region overall could see sales this season rise 2 percent over a year ago. However, the Inland area will likely see sales stay even with last year’s or perhaps rise as much as 1 percent, since it is harder hit by unemployment than the rest of Southern California.

Shopper behavior has already been altered by the past year’s events, Adibi said, and will show tiffany bracelets in stores this season.

“People will be downsizing when they spend; if they usually shopped at Nordstrom maybe they’ll switch to Macy’s,” Adibi said. “If they usually shopped at Macy’s maybe they’ll switch to Target.”

This month, the International Council of Shopping Centers, which does a monthly tally with Goldman Sachs, reported that sales at chain stores opened at least a year rose 2.1 percent in October compared with a year ago, the strongest performance since July 2008. A year ago, sales were falling at a 4.2 percent annual rate.

Discount stores were the biggest beneficiary of last month’s trend, and price will rule during the holidays.

FOCUSED SHOPPING

“Shoppers are going to be more purposeful this year,” said Masa Liles, marketing director for Victoria Gardens in Rancho Cucamonga. “They’re going to say ‘here’s my list of what I’m buying and who I’m buying for, and I’m sticking with the plan.’ ”

Liles said mall operators don’t “see sales going gangbusters this year,” but recession-weary shoppers have still kept sales steady during the past year. Last September, the Forest City-owned mall saw its first year-over-year dip in sales since its 2004 debut, but it has since rebounded to stay at least on par with monthly sales from a year ago, Liles said.

Local store operators said they are already seeing signs of a better mood among shoppers amid pre-holiday browsing, though it’s too soon to tell how the season will play out.

“I think it’s realistic to be optimistic that this year is going to be better than last year,” said Angie Huerta, an assistant manager at Redlands Galleria, a store in the city’s downtown that sells antiques and collectibles. “The walk-in traffic is already pretty good,” Huerta said on a recent Monday afternoon.

CeeAnn Thiel, who has operated Mrs. Tiggy Winkles gift shop in downtown Riverside for the past 35 years, said her store has always thrived by offering competitive prices, as well as items that can’t be found at most malls or big-box discounters. Those include snarky greeting cards and novelty household items — for instance, “Soap for Cougars” and “Soap for Tough Guys” — to serious seasonal decorative items with religious icons.

Thiel said she has never had a bad holiday season — though some have been better than others. In tougher times, people tend to buy more practical things and pare their lists of gift recipients.

She said psychology — how well-off people feel this year — will be just as important as pricing in deciding how much they buy.

“I’m sure people out there are realizing, yes, maybe I don’t have the money I had a year ago, at least on paper, but it looks like I’m not losing as much anymore, and I want to get out there and buy a few things.”

CONFIDENCE IMPROVED

Brent Schoenbaum, a partner in the Los Angeles retail practice of business consulting firm Deloitte, said the sense of panic that gripped consumers a year ago has subsided, and confidence readings are generally better. But shoppers are still dealing with tight family budgets and job insecurity, and retailers will respond.

Instead of offering a few “doorbuster” deals, many stores will likely put their entire inventories up for steep discounts when the holiday shopping season hits the home stretch around Thanksgiving. “You’re going to see cut-throat discounting, and aggressive promotions, advertising and marketing campaigns.”

Deloitte wrote in a recent survey report that consumers expect a repeat of last holiday season — deep discounts and plenty to choose from. For example, 38 percent of those buying electronics and toys expect a discount of 50 percent or more, and half of those planning to purchase apparel and jewelry expect a discount of 50 percent or more.

However, because cautious retailers have been keeping tighter inventories, not everybody will get what they’re looking for at the desired price if they wait too long to buy.

“Consumers who hold out for deep discounts may not find the sale — or the product — in the store this season,” said Stacy Janiak, a retail consulting vice chairman with Deloitte. “Retailers have maintained leaner inventories all year given the decreased level of spending.”

The International Council of Shopping Centers said in-season inventories and discounts may not matter to many shoppers, because the top-selling item this year will be gift cards, which are often used after the holidays. Deloitte says gift cards will likely be the best-seller for a sixth consecutive season.

Even if holiday spending rebounds this year, surveys by Deloitte and other organizations indicate that tiffany on sale portion spent on gifts will be downsized. Deloitte estimates the average person will buy around 18 gifts this year, down from 21 last year, and spend a total of $452 on presents, down from $532.
